Civil twilight is defined as occurring when the Sun is 12o or more but less than 18o below the ideal horizon.  In Canberra’s mid-latitudes, this presents as a patch of brighter cyan coloured sky being visible in the suns direction while the opposite side of the sky goes a darker blue but not black.  In clear arctic skies, skies can be darker for a given solar altitude than polluted mid-latitudes.
